FSA and HSA Eligibility on Recovery Equipment: What We Can and Cannot Tell You

A number of massage guns and recovery devices are marketed as FSA or HSA eligible. Customers reasonably ask us to confirm it, and the honest answer is that we cannot — but we can explain who can.

Who actually decides

Eligibility is determined by your plan administrator, applying IRS rules about qualified medical expenses. It is not determined by the manufacturer, by the retailer, or by a badge on a product page.

When a manufacturer states that a product is eligible, they are reporting their understanding of how such products are generally treated. That is useful information and it is not a determination.

What we do on our listings

Where a manufacturer publishes an eligibility claim, we repeat it and attribute it to them. Where they do not, we say nothing rather than inferring it.

We do not add eligibility badges of our own, and we do not describe any product on this site as a medical device or a treatment.

The letter of medical necessity

For many wellness products, eligibility depends on a letter of medical necessity from a clinician stating that the item is being used to treat a specific diagnosed condition.

With such a letter, a percussion device used for a diagnosed musculoskeletal condition is frequently reimbursable. Without one, the same device bought for general fitness usually is not. This distinction accounts for most of the confusion.

How to check before you buy

Contact your plan administrator, describe the product and its intended use, and ask whether it is eligible and whether a letter of medical necessity is required. Get the answer in writing if you can.

Some administrators publish searchable eligibility lists. Those lists are the closest thing to a definitive answer that exists before you file.

Documentation to keep

Keep the itemised receipt showing the product name, the date and the amount. If a letter of medical necessity is required, keep it with the receipt. If your card is an FSA or HSA card, keep the transaction record — administrators frequently request substantiation months later.

If reimbursement is refused
